As of 1:30 p.m., about 100 customers and employees remained locked inside the Walmart, where the mood was calm, said spokeswoman Betsy Harden.
Harden spoke with the Statesman Journal via telephone from Arkansas.
Harden emphasized that the lockdown was ordered by police as a precaution, and that no one inside the store was involved with the standoff.
Harden said customers were being offered food and drinks or "whatever they needed."

The suspect shot at the officers and wounded a police dog, Okada said. The officers returned fire, and the suspect retreated inside a vehicle in the parking lot. Police described the vehicle as an RV or a bus.
Okada said officers believe the suspect to be inside the vehicle at this time. Officers are trying to communicate and negotiate with the suspect.
Okada said the police dog was taken to an animal hospital with injuries that were not thought to be life threatening.
At this time a SWAT team is in place, and officers from the Marion County Sheriff's Office, Keizer Police, and Oregon State Police are assisting.
Police have locked down the Walmart store, and alerted other businesses in the area about their activities.
