The Moon wanes in the morning sky this week, greeting early risers as
she passes through the star-poor reaches of the rising autumnal
constellations. Last Quarter occurson May 2nd at 7:14 pm Eastern
Daylight Time. Luna encounters no bright objects along her path this
week as she whittles away to a slender crescent in the morning
twilight by the week's end.
For most of us May 1st is simply the start of another month, albeit
one of the best months of northern springtime. Once quite widely
observed in the U.S., "May Day" fellout of favor with the rise of
socialism in the early 20th Century as the day became more universally
observed as International Workers' Day. These traditions are merely
riding on the shoulders of a very ancient fertility celebration that
happens to have an astronomical origin. May 1st happens to fall midway
between the vernal equinox and the summer solstice, and so was widely
observed as the traditional beginning of summer. To the ancient Celts
it was known as Beltane, and much of Europe under Roman rule observed
it as the festival of Flora, goddess of flowers. As Christianity
spread through Europe the Germanic tribes adapted the celebration
to"Walpurgisnacht" in honor of Saint Walpurga, who was canonized on
May 1, 870. May Day is still widely observed in Europe and South
America, and in many cases it's an official holiday. Characterized by
dancing around a May pole, the crowning of May Queens, and general
revelry, its ties to those ancient fertility rites may still be
glimpsed today. May Day is a so-called "cross-quarter" day that is
associated with the more traditional seasonal markers that were once
the traditional days for serfs to pay rent to their feudal masters.
Today we still celebrate two other cross-quarter days when we go
trick-or-treating for Halloween or await the prognosticative powers of
a large indigenous rodent on Groundhog Day. The final cross-quarter
day, Lammas, which falls on August 1st,is now largely forgotten.
The absence of the Moon from the evening sky now begins to allow us to
once again explore the more subtle sights of the springtime
constellations. The flashy stars of winter now meet the western
horizon as twilight ends, leaving behind a sky full of generally
fainterstars. These stars form some very familiar patterns, though,
and by 10:00 pm you should have no trouble spotting the Big Dipper and
Leo, the Lion on the meridian nearlyoverhead. To the east you'll see
thebright rosy star Arcturus, and to the southeast the bright star
Spica followed by the golden glow of Saturn. The general area of the
sky bounded by these objects is the"Realm of the Nebulae", the heart
of the Virgo Galaxy Cluster. Point asix-inch aperture telescope at
almost any spot in this part of the sky from a dark location and
you're almost sure to run into the fuzzy smudge of light that betrays
one of these many distant places.
Bright Jupiter now dips below the horizon well before 11:00 pm. He
still dominates the western horizon as soon as evening twilight
begins, but getting a good view of him through the small telescope is
becoming increasingly difficult as his light passes through more of
ouratmosphere. His apparent disc has also become much smaller, and now
subtends just 33 arcseconds, as opposed to his maximum of 48
arcseconds at opposition.
Saturn quickly steps in to fill Jupiter's void. The ringed planet
hasjust passed his opposition, so he rises just before sunset and is
in the sky all night long. By 10:00 pm he should be high enough to get
a good look in the telescope, and as he heads toward the meridian for
transit just after midnight he shouldgive you several hours of
observing enjoyment. The planet's rings are tipped about 20 degrees to
our line of sight, and a good three-inch telescope should show the gap
in their outer edge known as Cassini'sDivision. This gap is caused by
a gravitational resonance between several of the planet's inner
moons.This resonance causes periodic disturbances to any ring
particles that happen to stray into the gap area. To give you a sense
of the scale involved, the gap is about as wide as the diameter of the
Earth!

Increasing numbers of Palestinian refugees in Syria are being killed,
injured or displaced amid the intensifying violence in the Middle
Eastern country, a United Nations agency warned today as it appealed
to all sides to resolve the conflict through dialogue and political
negotiations.
According to the UN Relief and Works Agency for Palestine Refugees in
the Near East (UNWRA), an estimated 235,000 Palestinians inside Syria
have been displaced by the two-year conflict, with Palestinian refugee
camps directly affected by the escalating violence.
In a statement released today, UNRWA confirmed the additional
displacement of some 6,000 Palestinians from the Ein El Tal refugee
camp, located 12 kilometres north of Syrian city of Aleppo, after
armed groups overran the camp and declared it a military zone. Mortars
and small arms were reportedly used in the assault, damaging numerous
refugee homes and contributing to dozens of fatalities and injuries.
"Ein El Tal is the latest manifestation of a cycle of catastrophic
violence in which the conduct of all parties has transformed Palestine
refugee camps into theatres of conflict in which heavy weapons are
used, resulting in severe suffering for Palestinian civilians," the
UNRWA <"http://www.unrwa.org/etemplate.php?id=1735">news release
stated.
"UNRWA's response efforts are continuing amidst reports that
significant numbers of the displaced refugees may be trapped without
adequate shelter in rural areas around Aleppo where intense armed
conflict continues to rage," the UN agency continued.
In the wake of this latest incident, UNRWA reported that its Aleppo

Increasing numbers of Palestinian refugees in Syria are being killed,
injured or displaced amid the intensifying violence in the Middle
Eastern country, a United Nations agency warned today as it appealed
to all sides to resolve the conflict through dialogue and political
negotiations.
According to the UN Relief and Works Agency for Palestine Refugees in
the Near East (UNWRA), an estimated 235,000 Palestinians inside Syria
have been displaced by the two-year conflict, with Palestinian refugee
camps directly affected by the escalating violence.
In a statement released today, UNRWA confirmed the additional
displacement of some 6,000 Palestinians from the Ein El Tal refugee
camp, located 12 kilometres north of Syrian city of Aleppo, after
armed groups overran the camp and declared it a military zone. Mortars
and small arms were reportedly used in the assault, damaging numerous
refugee homes and contributing to dozens of fatalities and injuries.
"Ein El Tal is the latest manifestation of a cycle of catastrophic
violence in which the conduct of all parties has transformed Palestine
refugee camps into theatres of conflict in which heavy weapons are
used, resulting in severe suffering for Palestinian civilians," the
UNRWA <"http://www.unrwa.org/etemplate.php?id=1735">news release
stated.
"UNRWA's response efforts are continuing amidst reports that
significant numbers of the displaced refugees may be trapped without
adequate shelter in rural areas around Aleppo where intense armed
conflict continues to rage," the UN agency continued.
In the wake of this latest incident, UNRWA reported that its Aleppo

The United Nations educational agency today said it is ready to launch
a pilot project combining mobile technology and teachers' development
to support primary school English teachers in Nigeria, which has one
of the highest illiteracy rates in the world.

issued in Paris, the UN Educational, Scientific and Cultural
Organization (UNESCO) said "English Teacher" is one of the first
attempts to employ mobile technology to improve tools for primary
school teachers.
"Our aim from the beginning was to develop a service that teachers
working in difficult conditions and without a great deal of support
could access quickly," said Steven Vosloo, the project coordinator for
UNESCO. "Mobile technology is a promising avenue and, in some
instances, the only option in terms of technology."
Available to anyone in Nigeria, were nearly all the population is
connected to a mobile network, the service sends teachers educational
content and messages with pedagogical advice once a day. UNESCO said
the system could reach tens of thousands of teachers across the
country.
The project runs 72-weeks from the time the subscriber enlists in the
free membership, and content is divided into one or two week periods
with links to outside resources.
Organized in partnership with the conglomerate Nokia and supported by
the British Council and the National Teachers' Institute of Nigeria,
the project will be introduced to teachers from almost 50 different
schools in the Federal Capital Territory (FCT) of Nigeria on 2 and 3
May.
"We're in Nigeria because this is where we are most urgently needed.
While it would be nice to offer in-person training to teachers, there
are 575,000 primary school teachers in the country and more are needed
to achieve universal primary education," said Mark West, a UNESCO
project officer involved in the training in Abuja.
Some 42 per cent, or roughly 10.5 million primary age children in
Nigeria, are out-of-school, and those girls and boys who do attend are
struggling to learn basic literacy and numeracy, UNESCO said.
"The rapid uptake of mobile technology in Africa has made it realistic
to reach teachers who were, practically speaking, unreachable just a
few years ago. It is exciting work, and we hope the project provides a
model others borrow, emulate and improve upon," Mr. West added.
Initiatives promoting mobile learning have already been spearheaded
across a wide range of countries – including Mozambique, Pakistan,
South Africa, Niger, Kenya, and Mongolia – where policies have already
provided access to distance education in far-flung communities and
improved literacy among girls and women.

The United Nations Children's Fund (UNICEF) and partners have stepped
up vaccination campaigns in Syria, Jordan, Lebanon, Iraq and Turkey
amid measles outbreaks in a region already struggling to provide
humanitarian assistance to millions of people affected by ongoing
conflict in Syria.
"With large population movements and the breakdown of regular health
services in Syria, additional precautions are required to ensure that
children are protected against killer diseases like measles no matter
where they are," said Mahendra Sheth, UNICEF Regional Health Advisor.
"Immunization is one of the most cost-effective tools we have
available."
In addition to the more than 70,000 people killed since the uprising
against President Bashar al-Assad began in March 2011, more than 1.4
million people have taken refuge in neighbouring countries. Currently,
up to 8,000 Syrians are fleeing the country daily, UNICEF said in a
news release.
There are also some 4.25 million people displaced within Syria –
nearly half of them children. Many live in cramped and unsanitary
conditions where disease can easily spread, the agency noted.
According to UNICEF, about 332 cases of measles have been reported
since December 2012 in the Domiz refugee camp in Iraq; 300 reported in
Lebanon since January; 133 registered cases in Syria; and 5 cases have
been identified among Syrian refugees in the densely populated
Za'atari refugee camp in Jordan.
There have been some 3,000 to 4,000 reported measles cases in Turkey
over the past year, including 300 among Syrian refugees.
In all the countries, UNICEF, working with the Ministries of Health,
the World Health Organization (WHO) and other partners, has increased
vaccination campaigns to help ensure that all children are protected
against disease.
The mass vaccination campaigns coincide with World Immunization Week,
which promotes global immunization as one of the most effective tools
to keep children safe from deadly disease.
Meanwhile, the UN World Food Programme (WFP) today
<"http://www.wfp.org/news/news-release/generous-uk-contribution-provides-syrians-lifeline-through-wfp">welcomed
a generous contribution of around $43 million from the United Kingdom
that will help provide much-needed food assistance to tens of
thousands of Syrians both inside and outside their country. The agency
will also use the funds to issue food vouchers to thousands of Syrian
refugees who are either sheltering in camps in Turkey or as urban
refugees in Lebanon.
"Ever since we launched our emergency operation in Syria and the
region last year, the UK has been both timely and effective in
responding," said WFP Emergency Coordinator for the Syria crisis
Muhannad Hadi.
"The UK has also given us the freedom to maximize our use of
resources, according to our assessment of the situation. For example,
we provide food vouchers instead of direct food assistance in areas
where markets are still functional. This means WFP is supporting both
Syrian refugees and host communities, who are suffering increased
pressure in these difficult times."
The UK is also helping WFP scale up its logistics capacity by
providing armoured vehicles and personal protective equipment to
assist field monitors inside Syria move around in dangerous areas. The
agency must raise $19 million each week to provide food assistance to
2.5 million hungry people inside Syria and more than one million
refugees in neighbouring countries.

The United Nations Children's Fund (UNICEF) and partners have stepped
up vaccination campaigns in Syria, Jordan, Lebanon, Iraq and Turkey
amid measles outbreaks in a region already struggling to provide
humanitarian assistance to millions of people affected by ongoing
conflict in Syria.
"With large population movements and the breakdown of regular health
services in Syria, additional precautions are required to ensure that
children are protected against killer diseases like measles no matter
where they are," said Mahendra Sheth, UNICEF Regional Health Advisor.
"Immunization is one of the most cost-effective tools we have
available."
In addition to the more than 70,000 people killed since the uprising
against President Bashar al-Assad began in March 2011, more than 1.4
million people have taken refuge in neighbouring countries. Currently,
up to 8,000 Syrians are fleeing the country daily, UNICEF said in a
news release.
There are also some 4.25 million people displaced within Syria –
nearly half of them children. Many live in cramped and unsanitary
conditions where disease can easily spread, the agency noted.
According to UNICEF, about 332 cases of measles have been reported
since December 2012 in the Domiz refugee camp in Iraq; 300 reported in
Lebanon since January; 133 registered cases in Syria; and 5 cases have
been identified among Syrian refugees in the densely populated
Za'atari refugee camp in Jordan.
There have been some 3,000 to 4,000 reported measles cases in Turkey
over the past year, including 300 among Syrian refugees.
In all the countries, UNICEF, working with the Ministries of Health,
the World Health Organization (WHO) and other partners, has increased
vaccination campaigns to help ensure that all children are protected
against disease.
The mass vaccination campaigns coincide with World Immunization Week,
which promotes global immunization as one of the most effective tools
to keep children safe from deadly disease.
Meanwhile, the UN World Food Programme (WFP) today

a generous contribution of around $43 million from the United Kingdom
that will help provide much-needed food assistance to tens of
thousands of Syrians both inside and outside their country. The agency
will also use the funds to issue food vouchers to thousands of Syrian
refugees who are either sheltering in camps in Turkey or as urban
refugees in Lebanon.
"Ever since we launched our emergency operation in Syria and the
region last year, the UK has been both timely and effective in
responding," said WFP Emergency Coordinator for the Syria crisis
Muhannad Hadi.
"The UK has also given us the freedom to maximize our use of
resources, according to our assessment of the situation. For example,
we provide food vouchers instead of direct food assistance in areas
where markets are still functional. This means WFP is supporting both
Syrian refugees and host communities, who are suffering increased
pressure in these difficult times."
The UK is also helping WFP scale up its logistics capacity by
providing armoured vehicles and personal protective equipment to
assist field monitors inside Syria move around in dangerous areas. The
agency must raise $19 million each week to provide food assistance to
2.5 million hungry people inside Syria and more than one million
refugees in neighbouring countries.

<i>Sharqiya</i> are among the channels accused of 'inciting violence',
according to media reports.
"This decision comes at a critical time for Iraq," Mr. Kobler added in
a news release. "I urge the Commission to fully respect its commitment
to press freedom and at the same time I urge all media to exercise
integrity and professional ethics in their daily work."
Louise Haxthausen, the Director of the UN Education, Scientific and
Cultural Organization (UNESCO) Office in Iraq, urged the authorities
to consider that the measures "might have adverse effects on stability
efforts, as responsible media have a vital role to play in ensuring
dialogue based on freedom of expression as a means to resolve
differences."

Nations refugee agency today urged countries to refrain from
repatriating refugees to the Central African Republic (CAR), amid
worsening violence and human rights abuses there.
"Our aim through issuing this advisory is to see that humanitarian and
asylum principles are upheld until conditions in CAR allow for safe
and dignified returns," a spokesperson for the Office of the UN high
Commissioner for Refugees (UNHCR), Adrian Edwards,
<"http://www.unhcr.org/517fb6d79.html">told a
<"http://www.unhcr.org/517f9c569.html">news briefing in Geneva.
"It is also important that asylum remain civilian in nature, and for
this reason we are recommending that States exert caution to identify
combatants and separate them from the refugee population," Mr. Edwards
continued, adding that the agency's advisory also stressed the
exclusion from refugee status might apply beyond combatants to people
involved in war crimes and crimes against humanity.
The situation in the CAR has taken a turn for the worse since last
December when rebels belonging to the Séléka faction launched a number
of attacks from the north before taking over the capital, Bangui, in
late March.
According to UNHCR, targeted killings, arbitrary arrests and
detention, torture and the recruitment of children as well as rape,
disappearances, and kidnapping are being widely reported throughout
the country with the violence in recent months causing up to 173,000
people to be displaced internally and almost 50,000 refugees.
Moreover, the country's instability has been further fuelled by ethnic
tensions in the north, rebel activity and the presence of members of
the armed Ugandan group known as the Lord's Resistance Army (LRA),
which has caused significant internal displacement.
In a statement issued to the press late Monday, the Security Council
also voiced concern over the worsening humanitarian and security
situation, as well as the weakening of the Central African Republic's
institutions in the wake of the rebel takeover.
"The members of the Security Council expressed serious concerns at
reports of human rights violations and abuses. They emphasized that
those responsible for violations and abuses of international
humanitarian and human rights law, including those involving violence
against civilians, torture, summary executions, sexual and
gender-based violence and recruitment and use of children in armed
conflict, must be held accountable," the 15-member Council declared,
while calling for "a swift investigation of those cases in order to
bring to justice all such perpetrators."
Council members also expressed continued support for regional efforts
spearheaded by the Economic Community of the Central African States
(ECCAS) and the African Union to consolidate peace in the CAR and
urged all countries concerned to also resume their efforts in
addressing the threat posed by the LRA, as soon as possible.Apr 30

Nations refugee agency today urged countries to refrain from
repatriating refugees to the Central African Republic (CAR), amid
worsening violence and human rights abuses there.
"Our aim through issuing this advisory is to see that humanitarian and
asylum principles are upheld until conditions in CAR allow for safe
and dignified returns," a spokesperson for the Office of the UN high
Commissioner for Refugees (UNHCR), Adrian Edwards,
<"http://www.unhcr.org/517fb6d79.html">told a
<"http://www.unhcr.org/517f9c569.html">news briefing in Geneva.
"It is also important that asylum remain civilian in nature, and for
this reason we are recommending that States exert caution to identify
combatants and separate them from the refugee population," Mr. Edwards
continued, adding that the agency's advisory also stressed the
exclusion from refugee status might apply beyond combatants to people
involved in war crimes and crimes against humanity.
The situation in the CAR has taken a turn for the worse since last
December when rebels belonging to the Séléka faction launched a number
of attacks from the north before taking over the capital, Bangui, in
late March.
According to UNHCR, targeted killings, arbitrary arrests and
detention, torture and the recruitment of children as well as rape,
disappearances, and kidnapping are being widely reported throughout
the country with the violence in recent months causing up to 173,000
people to be displaced internally and almost 50,000 refugees.
Moreover, the country's instability has been further fuelled by ethnic
tensions in the north, rebel activity and the presence of members of
the armed Ugandan group known as the Lord's Resistance Army (LRA),
which has caused significant internal displacement.
In a statement issued to the press late Monday, the Security Council
also voiced concern over the worsening humanitarian and security
situation, as well as the weakening of the Central African Republic's
institutions in the wake of the rebel takeover.
"The members of the Security Council expressed serious concerns at
reports of human rights violations and abuses. They emphasized that
those responsible for violations and abuses of international
humanitarian and human rights law, including those involving violence
against civilians, torture, summary executions, sexual and
gender-based violence and recruitment and use of children in armed
conflict, must be held accountable," the 15-member Council declared,
while calling for "a swift investigation of those cases in order to
bring to justice all such perpetrators."
Council members also expressed continued support for regional efforts
spearheaded by the Economic Community of the Central African States
(ECCAS) and the African Union to consolidate peace in the CAR and
urged all countries concerned to also resume their efforts in
addressing the threat posed by the LRA, as soon as possible.Apr 30

Nations mission in Libya today said it is following the latest
developments in the country where armed gunmen have overtaken the
ministries of justice and foreign affairs, and other State
institutions, and urged all Libyans to join the country's democratic
transition.
In a <"http://unsmil.unmissions.org/Default.aspx?tabid=3561&ctl=Details&mid=8549&ItemID=1399454&language=en-US">statement
from the capital, Tripoli, the UN Support Mission there (UNSMIL) said
it stresses the basic right of all Libyans to express their demands by
peaceful means but "underlines the need for all to abide by the
principles and goals of the Libyan revolution, in which the
revolutionaries played a historic and decisive role and paid dearly to
achieve it."
"These principles revolve around the building of a modern and strong
state based on democracy, rule of law and human rights," the Mission
added.
Dozens of armed men occupied the Libyan Justice Ministry earlier
today, according to media reports, forcing ministry staff to leave.
Meanwhile, the country's Foreign Ministry remains under siege for a
third day. Protesters have told journalists that they want to push the
General National Congress – Libya's highest legislative authority - to
pass a proposed law that would ban Muammar al-Qadhafi-era officials
from holding Government posts.
Mr. Al-Qadhafi was overthrown in 2011 after decades of autocratic
rule. Since then, UNSMIL has been assisting the country's transition
toward a modern democratic State.
"UNSMIL urges all Libyans to adhere to constructive dialogue to
resolve their differences in accordance with the principles of
democracy as the way forward to achieving the goals of the
revolution," according to the statement.
The UN Mission also urges all Libyans, "including the revolutionaries
who were instrumental in liberating the people from dictatorship, to
join efforts at this critical stage of their country's democratic
transition to build the State and support its elected bodies and
legitimate institutions."
The Mission also stressed the need for all to create a conducive
environment for these institutions to be able to carry out the duties
entrusted to them by the people and to ensure that their authority,
the integrity and credibility of their decisions are respected, the
statement noted.
Last month, protesters overran the General National Congress and
attempted an attack on its president, leading to condemnations from
Tarek Mitri, the Secretary-General's Special Representative and UNSMIL
